Plan Commission Workshop

The Plan Commission held a workshop on the three Comprehensive Plan Land Use Plan Map Amendments on August12, 2009.  Plan Commission made a motion to move the amendment applications forward for Public Hearing on September 9, 2009.

Public Comment Period

Notice for all three Comprehensive Plan Applications was published in the Spokesman-Review Newspaper on Wednesday, May 13, 2009, initiating a 30-day public comment period.  Notice must also be mailed to property owners, tax payers, and tenants/occupants of property located within 400 feet of a site proposal.  Notice must also be posted on the site.

Written comments may be submitted for any of the proposed amendments and on any environmental issues related to the proposal by July 22, 2009.  Written comments should be sent to:

Plan Commission

A substantive workshop is scheduled with the Plan Commission for June 10, 2009.  The Plan Commission will determine if another workshop will be necessary.  Once the public comment period is completed they may schedule a Public Hearing (anticipated in August).  The staff report, which the Plan Commission will use to review the applications will be posted when they are available.

 

Background

Per the Spokane Municipal Code (SMC) 17G.020, the city accepts applications for Comprehensive Plan Amendments up until October 31st of each year.  The odd years are considered inconsistent years, where inconsistent Comprehensive Plan Applications are accepted and processed.  When an inconsistent amendment is proposed, measures must also be proposed that bring the inconsistent amendment into compliance through additional text changes or other measures resulting in an internally consistent Comprehensive Plan that also complies with state law. 

Impact

Adoption of the proposed amendments would amend the City of Spokane Comprehensive Plan Land Use Map and alter Goals/Policies that could impact future development.

Application File #2007-064-LU

Description of Proposal: The applicant is proposing a Comprehensive Land Use amendment to change the Land Use of 1 property, approximately .52 acres, located at 3024 E Fairview Avenue, from Commercial and Residential 4-10 to Commercial. The zoning will then be changed from GC-70, RSF (General Commercial and Residential Single Family) to GC-70.

Synopsis: The the application is considered an inconsistent amendment because they are requesting expansion of commercial zoning outside of a Center & Corridor, however, this is could also be considered a mapping adjustment due to the underlying lot pattern.

Application File #2007-074-LU

Description of Proposal:  The applicant is proposing a Comprehensive Land Use amendment to change the Land Use of 2 properties, approximately 2.28 acres, located at the above location, from Light Industrial, Residential 4-10 and Residential 4-10 to Light Industrial.  The zoning will then be changed from LI, RSF and RSF (Light Industrial, Residential Single Family) to LI. 

Synopsis: The application has been amended and resubmitted to include the parcel in the NE corner of the property.  The property is being used as light industry now.  This issue of incompatible uses facing each other, the requirements for improvements through site development, and an incomplete truck and freight transportation network must be addressed during this process.

Map of RSF parcel(s) proposed to change to RMF.

Application File #2008-080-LU

Description of Proposal:  The applicant is proposing a Comprehensive Land Use amendment to change the Land Use of 1 property, approximately 13,553 square feet, located at 2816 E 36th Avenue, from Residential 4-10 to Residential 15-30.  The zoning will then be changed from RSF (Residential Single Family) to RMF (Residential Multi Family). 

Synopsis: The Lincoln Heights Neighborhood has not completed neighborhood planning.  Throughout this area individual zoned parcels can be found.  This amendment would "clean-up" the land use for this block.  The adjacent property owner has requested that this property also be included in this Land Use change.
